The purpose of the document is to reduce up to 90 billion soums of administrative expenses of entrepreneurs, as well as save their time up to 15 days in the processes of interaction with government agencies.

Starting from January 1, 2026, the following services for the state registration of business entities will be provided simultaneously on the basis of the "Start a business in 15 minutes" principle:

·        providing an electronic digital signature key;

·        submitting an application for opening and activating bank accounts;

·        sending an application for a license, permit, or notification for certain types of activities;

·        registration of a real estate lease agreement;

·        obtaining a certificate of a value-added tax payer (for taxpayers to whom the certificate is issued automatically without specifying the level of tax risk);

·        purchase of online cash registers online and register them with the tax authorities;

·        appointment of the head of a legal entity and his registration in the interdepartmental hardware and software complex "Unified National Labor System".

Within the framework of the "Start a business in 15 minutes" principle:

·        a business entity voluntarily uses each service based on their choice;

·        for the selected services, it is possible to make payments using a single QR code.

Also, on January 1, 2026, individual entrepreneurs are allowed to have a brand name. When changing the primary data (first name, last name, patronymic, company name, address, organizational and legal form, etc.) of business entities, changes based on these data to the certificate of an individual entrepreneur, licenses, permits and notifications are made free of charge through interdepartmental electronic interaction in an automatic manner. At the same time:

·        information about the change of the name, surname and patronymic of an individual entrepreneur is provided through the automated information system "ID-card" of the Ministry of Internal Affairs;

·        other information is provided from the Automated System of state registration and registration of business entities in the information system "License" in real time in accordance with the established procedure.

Simplification of licensing and licensing procedures

From March 1, 2026, when applying a fine to legal entities for committing offenses in the field of licensing, licensing and notification procedures, the procedure for bringing their officials to administrative responsibility is canceled.

Also, upon obtaining a license and permissive documents, a voluntary preliminary assessment service is introduced into the License IP, in which:

·        As part of the preliminary assessment, the compliance of data on buildings and structures, equipment, employees, etc. with the requirements for obtaining a license and permit is studied, and an appropriate conclusion is issued.;

·        The preliminary assessment service is provided within a period not exceeding 20 days, and a fee is charged in the amount not exceeding the fee paid for reviewing an application for the issuance of an appropriate license or a document of a permissive nature.

The document approved a roadmap to reduce the burden of state regulation of business activities, as well as reduce bureaucratic obstacles.
